question of obtaining such assurances; that they should
as already stipulated retain here only the sums of two
hundred and fifty thousand pounds for Hongkong University
and two hundred thousand pounds for the China Universities
Committee, and release the remainder for use by the
Chinese Government on the Canton Hankow railway construction,
subject to receiving their formal assurance that they
will duly observe the terms of the Hukuang Agreement of
1911 when placing orders for work on that department.

I am to enclose to be laid before Lord Passfield
the accompanying copy of the draft of a telegram which
Mr.Henderson would now propose subject to his concurrence
to address to Sir M.Lampson embodying instructions in this
sense.

Mr.Henderson is anxious to obtain an early
decision in this matter and he hopes that Lord Passfield
will give this matter his immediate attention and communicate
to him his views on the course of action now proposed as
soon as possible.

It will no doubt be recalled that the construction
of the Canton Hankow railway was one of the schemes the
adoption of which the Advisory Committee recommended to the
Secretary of State in their report as being of mutual
advantage to the two countries and calculated to improve
their future relations.

In the event of Lord Passfield being unable to
concur in the terms of the draft telegram Mr.Henderson
proposes to submit the question for the decision of the
Cabinet.
